from across the bay to around the world, the stories that matter on "kpix 5 news this morning." >> and pagan gets hit so that is how this game gets started. >> good morning, everyone. i'm frank mallicoat. >> i'm michelle griego. time now is 6:00. and we're going back to our breaking news in san jose. kiet do is on the scene of a fire that apparently started with an explosion this morning. kiet. >> reporter: good morning. some terrifying moments for some rest didn't out here on the alameda just off of 880. this yellow building that you're looking at is a law office and this is where this whole thing happened about an hour ago. they heard what sounded like an explosion or gunfire. we have cell phone video of a gas meter explosion rupture. the neighbors ran out to the balcony shot some cell phone footage of this. they said it was shooting 10 to 15 feet in the air, called 911. when the firefighters got here they said it looked like a ball

of fire. they were able to turn the gas off at another location and let it bleed out. the fire department did a good job of keeping the flames from spreading to the near every nearby buildings. they did evacuate the apartment complex next door for some time. we spoke with a man by the name of thomas. >> glad the fire department got here when it did. the flames were high. >> reporter: how do you attack a ball of fire? >> well, we do we just -- we're at a distance. we try to put our nozzle on the fog pattern to protect us and we just try to protect the areas around it, any exposures, buildings, fences, anything that could catch fire, we wet it real good and let the gas basically burn itself out with a ball of flame. >> reporter: all the residents are allowed back into their homes. the fire department was in and out of here in an hour and 15 minutes and the traffic on the alameda is clear in both directions. >> yeah, quick work, kiet.

how about a cause? any determination on that yet? >> reporter: not yet. they typically send out the arson investigators once the sun comes up so they are not sure if it's accidental or some kind of intentional cause with foul play. they will have to wait and see. live in san jose, kiet do, kpix 5. pg&e is facing it biggest fine of its kind in state history. judges with the state public utilities commission proposed a $1.4 billion penalty for the san bruno pipeline explosion. they ruled pg&e committed nearly 4,000 violations in the years leading up to the 2010 blast that killed 8 people. san bruno officials are upset that nearly $1 billion of the into fine would go to the state's general fund rather than for pipeline safety. labor day has come and gone. that means everybody is back to work and our elizabeth wenger is a busy lady today. >> it's back to school this week. you can tell really everyone kind of finally back in class because our drive times have been longer, the commutes are

starting earlier. at the bay bridge, no exception. it's already stacked up to the maze and it's only 6:03. they turned the metering lights on at 5:44. we also had a fender-bender right before they switched the metering lights on so that didn't help the commute. anyway, it's busy trying to get into san francisco. now, i didn't have a chance to update this map. within the last couple of minutes they reopened one lane so one lane is now open northbound highway 17 in the santa cruz mountains approaching laurel road. but a member of the "kcbs phone force" called and said up to 12 cars may be involved in the accident. very slow, delays 30 minutes or more backed up from at least vine hill and it's slow past the accident scene to the summit. that's your latest "kcbs" drive to work. for your latest forecast, here's roberta. it's june gloom in september. good morning, rise and shine heading out the door for work or school, this is what you can expect. we have overcast skies. boy, that marine layer right now a good 2,000 feet deep. we have a little bit of drizzle as a result along the coast. temperature-wise into the mid-

50s and the low 60s. currently 63 degrees in oakland. all right. here's what you need to know on this "hump day." it's a very well defined marine layer. so the clouds are going to stick around for most of the day next to the water, which is some partial clearing at best. but we will enjoy lots of sunshine away from the immediate seashore. number-wise, very similar to yesterday and very seasonal for this third day of the month of september. mid-60s beaches, 60s and 70s in the central bay, 78 mountain view. 880 across the santa clara valley. the warmest numbers east of the bay into the eastern portion of our district like the tri- valley. temperatures very little change each and every day. frank and michelle? >> thank you. 6:05 now. some developing news in contra costa county. pittsburg police have new evidence in a hit-and-run accident that left a woman dead. kpix 5's anne makovec joins us live with video. >> reporter: it's been three days since that accident so

police hope this video might help identify the driver in this fatal hit-and-run. here it is for you. sunday at 7 p.m., a silver chevy pickup cruised past the gas station and hits the light pole and hits a woman pushing a shopping cart on the sidewalk. pittsburg police blurred the impact on the video because it's too disturbing to watch. >> he killed an innocent woman and he is going to get caught. i feel that. i know that. >> reporter: those are some of the victims from --the victim identified as 50-year-old michelle braz. if you want a closer look at the video which is shot from across the street, that is right now on our website, kpix.com.live in pittsburg, anne makovec, kpix 5. kpix.com. uc-berkeley looks into detecting earthquakes before they happen. the third international conference on earthquake early warning systems kicks off today and runs through friday.

senator alex padilla will be there and he wrote the law that requires california to create a statewide early warning system. lieutenant governor newsom and mayor ed lee will also attend the conference. right now, president obama is in estonia talking about security for nato allies in eastern europe. these are some live pictures from that conference. he says it's too early to tell how serious reports are of a cease-fire between russia and ukraine in the eastern portion of that country. a statement from ukraine's president had no specifics about a cease-fire announced today. video showing another american hostage being beheaded by a terrorist group isis has been authenticated. as mark albert reports, president obama is talking with allies about ways to defeat the militants in both iraq and syria. >> reporter: u.s. intelligence officials say the video showing the beheading of american journalist steve sotloff is authentic. >> overnight our government determined that tragically steven was taken from us in a

horrific act of violence. >> reporter: the terror group says it killed sotloff in response to continued u.s. airstrikes against isis targets in iraq. >> americans are repulsed by their barbarism. we will not be intimidated. their horrific acts only unite us as a country and stiffen our resolve to take the fight against these terrorists. >> reporter: in the video isis also threatened to kill another hostage a british citizen identified as david haynes. at a nato summit beginning tomorrow in wales, president obama will try to develop an international coalition to help defeat the terror group. >> our objective is clear to degrade and destroy isil so it's no longer a threat not just to iraq but also the region and the united states. >> reporter: ahead of president obama's trip to europe he signed off on a request to send 350 additional u.s. troops to baghdad to secure u.s. personnel and facilities as iraq wages war against isis.

mark albert for cbs news, washington. coach harbaugh and others are speaking out about ray mcdonald arrested sunday for allegedly beating his girlfriend. he practiced with the team yesterday. harbaugh has a zero tolerance policy on domestic violence. he said a player found guilty of abusing a woman would be let go. other players also spoke about mcdonald's arrest. >> you know, i don't like to intrude when --when things come up like this because that's between ray, the organization, his, you know, uhm, fiancee, and, uhm, whoever is involved with the situation. uhm, so i leave that to them. >> that's our brother, that's our teammate and, uhm, we're going to support him and that's pretty much all i'm going to say about that. >> investigators with the san jose police department say mcdonald's fiancee had visible injuries but no medical treatment was required.

as it produces a large plum steam and gas. since friday's eruption... a serif seismic activity near an erupting volcano in iceland is calming down although it continues to spew lava and fire, steam and gas. since friday a series of earthquakes created breaks in a glacier. things might get worse. lava could spread south down to the glaciers melting a huge quantity of ice and resulting in perhaps some flooding, as well. some developing news. all but seven teens have been taken back to a nashville detention center after a mass breakout. more than 30 teens escapes from the center on monday. they kicked out metal panels under the windows and got out through a weak spot in the perimeter fence. the facility was the site of another breakout attempt two years ago. a third american health worker has ebola while working in liberia. he is reportedly doing okay. he was not treating ebola patients when he began to show

symptoms. he works for the same missionary group as the other two americans who got ebola and they have since recovered. the director of the cdc warns the ebola epidemic is spreading faster than doctors can treat it. apple says there are no holes in the icloud calling the recent hollywood hacking scandal a targeted attack where they attacked certain celebrity accounts. those star's private photos showed up online. apple says the icloud security was never breached. even if the hackers are caught, prosecuting them may be difficult in part because of complicated digital trails that obscure who is responsible. furthermore, just 14 states including california have an active law dealing with unwanted distribution of private images. >> the problem there is a patchwork of 50 different laws and individuals both the person's photos were taken and the person who takes the photos are in different states often

and it's unclear what law applies. >> prosecutors are beginning to use a federal law to go after this type of crime. the computer fraud and abuse act is an antihacking law. liz has forecast. >> trying to get out of the santa cruz mountains, we have been taking a lot of calls from members of the "kcbs phone force." and the latest count, 12 cars involved in this accident all approaching laurel road. there may have been a couple of accidents but definitely the bigger one was right there approaching laurel and maybe another one in the backup. they have issued a traffic alert now. so the latest on the delays we are seeing slow grounds from granite creek to scotts valley so this is the hot spot to avoid. they did get the slow lane open so traffic doesn't have to use the shoulder any longer but delays are 30 minutes or longer trying to get into los gatos. here's a live look outside. westbound 580, you can see it's

area. that is out of the west- southwest. meanwhile, upstream in fairfield that wind is out of the west-southwest at 15 miles per hour. otherwise, the winds will blow later this afternoon up to 20. here's what you need to know out the door on this wednesday. that marine layer continues to deepen. we do have a stagnant weather pattern today all the way through about next thursday. so what you experience today is pretty much what you get for the next ful seven days with near normal temperatures each and every day. futurecast illustrates this morning everybody pretty much is in the clouds. then those clouds begin to dial back to the immediate seashore by lunch where they hang tight near the golden gate bridge and all the way through the north bay. those clouds filter back onshore tonight producing some condensation, some drizzle, along the beaches. this is an area of low pressure. this is what it's causing. that enhancements of the marine layer is projected to move east. but the damage is done. we have a deep marine layer that typically we experience in

in the upper 50s. here's what we need to know on this "hump day"! clouds stick around near the water just about all day with very little clearing. lots of sunshine away from the coast. today's numbers in the 60s at the beaches, 68 degrees in san francisco. that's typically what we have this time of the year. 70 in oakland. hayward today the low 70s. 80 in san jose. couple of degrees warmer in santa clara. 90 inland in brentwood, tracy, oakley and mountain house. 91 degrees tomorrow outside number. but basically what you're looking at is a stagnant weather pattern each day through tuesday. elizabeth, not so stagnant on the roads. >> i know. suddenly we got some bad problems right now in the santa cruz mountains and unfortunately these delays are getting worse instead of bedder. so we have the official update from chp a couple of minutes ago. there were three separate

destroyed a neighborhood. city officials are unhappy about the much of the money going to the state's general fund. >> this reflects a payday for governor jerry brown when we believe this money should instead be directed to a safer pipeline system. i call on the governor to see that these funds are reinvested for pipeline safety. >> in a statement, peg said, quote, we are accountable and fully accept that a penalty is appropriate. we have respectfully asked that the commission ensure that the penalty takes into consideration the company's investments and actions to promote safety." it has 30 days to appeal. >> breaking news in san jose. kpix 5's kiet do is on the scene of a fire that forced several people out of their apartments early this morning. kiet. >> reporter: some terrifying moments for neighbors out here when they woke up to what they thought was gunfire. turned out to be an explosion. we have some cell phone video of a ruptured gas meter on the side of an old colonial building just off the alameda just off i-880.

directions. the cause is under investigation. live in san jose, kiet do, kpix 5. developing news in contra costa county. pittsburg police have video that captured a deadly hit-and- run. kpix 5's anne makovec joins us live with the evidence investigators hope will lead to an arrest. anne. >> reporter: yeah. there is a small memorial set up across the street at billow and mountain view in pittsburg. police hope to identify the driver in the fatal hit-and-run. surveillance video shows the truck on willow pass road. watch as moments later the truck veers dangerously and hurtles into a woman pushing a shopping cart on a sidewalk. pittsburg police blurred the video but after the impact, you can see a light pole snap and crash to the street. the truck a 2001 or 2002 silver chevy silverado like this one keeps driving leaving the victim 50-year-old michelle braz to die.

president obama to issue a major disaster declaration to speed up federal aid to the area. the work to rebuild napa has begun. some buildings will re-open within a week. highway 121 in napa is patched up from the scars of last sunday's big quake impossible to miss. the double yellow lines shifted about 6" apart while the earth split open. it's unclear whether this big water main break in napa is quake-related. water started coming out of the stadium avenue pipes yesterday afternoon. repair crews spent the nice fixing it. a 12-year-old hayward boy reported missing is back home this morning. police say the child returned home last night. no other details were given. officers had been looking for him since after school yesterday. a man allegedly high on drugs broke into the indonesian

consulate in san francisco. police say the 26-year-old south carolina man smashed the glass door to get in early yesterday morning. he told officers somebody was chasing him. he is in custody. the ceo of a catering company has resigned after he was caught on video abusing a dog. elevator surveillance video shows des hague kicking a dog and yanking hard on the leash. his company "centerplate" does business with the san francisco giants and the 49ers. in addition to resigning, hague will donate $100,000 to a foundation for the protection of animals and 1,000 hours of community service. air travel, fights over reclining seats, details of the latest incident coming up. ♪[ music ] a bay area girl has helped create a viral sensation at summer camp. she talks about the project straight ahead. >> and the market opened up about 10 minutes ago.

the work of the same hackers that hit target stores last year. home depot will notify customers immediately if it confirms there's been a breach. it looks like not everyone can be so laid back when it comes to reclining airline seats. a delta into it from laguardia in new york heading to palm beach, florida had to make an unscheduled stop in jacksonville. apparently a witness says a woman reclined her seat and disturbed the woman behind her who was trying to sleep on her tray table. >> she was like, i lost a job, two dogs in the last month and i want her off of here. i want you to stop this plane. >> this woman who was sitting next to me knitting actually just tried reclining her seat back. the woman behind her started screaming and swearing. >> the woman was removed from the plane in jacksonville. this is the third fight about seat reclining in two weeks. check your food labels for calories and fat content and

and we are going to keep you on the roads at 6:48. >> it's been busy. we have another multi-car crash and unfortunately, this one is reported in walnut creek. a couple of lanes are blocked and chp is saying 6 or 7 cars are involved in this accident. southbound 680 approaching treat boulevard a couple of the left lanes are blocked and you can see it's slowing on 242 as well backed up almost to highway 4. all lanes are back open a couple minutes ago northbound 17 at laurel road. there were three separate accidents. as many as a dozen different cars involved in the crash. so again, both lanes just reopened. that traffic alert just canceled. it's going to take a while for this to clear out, though. we are seeing the delays back to scotts valley nine miles to get through the backup. delays are obviously pretty extensive in that area. bay bridge toll plaza metering

the santa cruz mountains where it is socked in. very little coastal clearing today. no change in the forecast at least for the next seven full days. and near normal temperatures all week long. in fact, futurecast, what we're looking at is what we typically would be experiencing in the month of june and july. clouds still hanging very tight right there. can you see it? all the way through the central district through moss, montera beaches all the way to pacifica. inverness and bolinas socked in all day. inland the abundance of sunshine, temperatures near normal. this area of low pressure, that is enhancing the marine layer. that's projected to kick in east. as it does so, we'll still have the damage done with the marine layer. okay, sunrise 6:40, sunset 7:38. today 60s, 70s and 80s. that's where we should be for this thursday the month of september. notice each and every day a degree or two change and that
